Odoo is a practical choice for most small and mid-size factories in the Kingdom. Manufacturing ERP Saudi Arabia checklist: what the system must handle
A factory needs more connected data than a trading business. You have to know what to make, which materials it needs, which machine and operator will do the work, how long it takes, what it really cost, and which batch went to which customer. A Saudi manufacturer also has to issue compliant e-invoices, recover VAT paid on imported raw materials, produce Arabic tax documents and pay a mixed Saudi and expatriate workforce correctly.
In practice, a manufacturing ERP should cover these jobs in one place:
- Product structure: bills of materials, sub-assemblies, variants and by-products.
- Planning: turning sales orders and forecasts into production and purchase plans.

Odoo MRP: what Odoo Manufacturing covers in Odoo 19 and 20
Odoo 20 was released in September 2026, and Odoo 19 a year earlier. The features below are described in the official Odoo 20 Manufacturing documentation and its Odoo 19 equivalent.
Bills of materials
A bill of materials (BoM) lists the components and quantities needed to make one product. Odoo supports BoMs for product variants, multilevel BoMs for sub-assemblies, and kits that are sold as a bundle without a production step. A By-products tab records secondary outputs, such as offcuts or reusable trim, so they enter stock when the order is finished. Unbuild orders reverse a finished product back into its components when needed.
Work centers and operations (routings)
What older systems call a routing is set up in Odoo as a list of operations on the BoM. Each operation has a work center, a default duration and optional work instructions. Work centers carry an hourly cost, can have planned time off, and can depend on each other through work order dependencies, so a painting step cannot start before welding is finished.
Manufacturing orders, work orders and the Shop Floor app
A manufacturing order (MO) is created from the BoM, and each operation becomes a work order. You can run production in one, two or three steps, for example picking components to a production area before building and then moving finished goods to stock. MOs can be split, merged or partly completed with a backorder. The Shop Floor app gives operators a tablet or workstation view. Employees sign in, see the work orders for their work center, register production, record scrap, add by-products and complete quality checks. Time spent on each work order is tracked for costing.
Planning with the Master Production Schedule
The Master Production Schedule (MPS) shows a grid of future periods for each product. You enter forecast demand, set safety stock targets and minimum or maximum replenishment quantities, and Odoo suggests how much to make or buy in each period. The Order button then creates the manufacturing or purchase order. For simpler items, reordering rules can replenish stock automatically, but Odoo advises not to combine them with the MPS for the same product.
Subcontracting
If part of your production is done by an outside workshop, a BoM can be set to the Subcontracting type. Odoo supports three flows: the subcontractor sources all components, your warehouse resupplies the subcontractor when the purchase order is confirmed, or a vendor ships components straight to the subcontractor. The product cost can combine component cost and the subcontractor’s fee.
Reporting
Standard reports include overall equipment effectiveness (OEE), production delays, component allocation and production analysis, so supervisors can see which work centers lose time and why.
Quality, Maintenance and PLM for the factory floor
Three apps extend Manufacturing and are worth planning for from the start.
- Quality: quality control points trigger checks during manufacturing and stock movements. Check types include instructions, pass-fail, measurements and photos. Failed checks can raise quality alerts, and failure locations help you see where problems start.
- Maintenance: equipment records, a maintenance calendar, and corrective or preventive maintenance requests. A request can be raised for a piece of equipment or a work center, and the work center can be blocked so no work orders are scheduled during the job.
- PLM: engineering change orders (ECOs) with types, stages and approvals, plus version control for BoMs. Changes are reviewed before they reach production. PLM is installed separately from Manufacturing.
Inventory, traceability, barcode and costing
Lots, serial numbers and traceability
Odoo can manufacture products tracked by lot or by serial number and record which component lots were consumed. The traceability report on a lot shows its full stock history, from where it came from and where it was stored to which customer received it and when. This is the record you need for a recall or a customer complaint. Expiration dates can also be tracked for products with a shelf life.
Multi-warehouse and barcode
You can run several warehouses, move stock between them and use multi-step routes for receipts and deliveries. The Barcode app handles receipts, deliveries, transfers, batch transfers and inventory adjustments by scanning, with barcodes for lots and serial numbers, GS1 nomenclature and RFID support.
Costing methods
Each product category uses one of three costing methods: standard price, average cost (AVCO) or first in, first out (FIFO). Standard price uses the cost you set on the product. Average cost recalculates on each receipt. FIFO values stock in layers, oldest first. An MO’s cost is built from component costs, work center hourly costs and employee hourly costs, and work-in-progress can be valued while production is open.
Purchase integration
Because Purchase and Manufacturing share stock and demand data, shortages from the MPS or reordering rules become requests for quotation for the right vendor. Receipts can trigger quality checks, and vendor bills post to Accounting with the correct VAT.
Saudi-specific requirements a manufacturer must cover

ZATCA e-invoicing on sales
According to ZATCA’s e-invoicing pages, the generation phase began on 4 December 2021 and the integration phase started on 1 January 2023, rolled out in waves. 15% VAT on purchases and imports
Most local supplier bills carry 15% input VAT. Goods imported from outside the GCC are also subject to 15% VAT, calculated on the customs value plus duties and other charges and paid at clearance. A VAT-registered manufacturer can generally deduct that import VAT when the goods are used in taxable activity. In Odoo, purchase taxes are set per product or vendor, and landed costs let you add freight, duty and clearance charges to the stock value of imported materials. Arabic labels and documents
Saudi tax invoices and simplified tax invoices must be issued in Arabic, and English can appear alongside. The Odoo Saudi Arabia localization lets you set the language per customer and add Arabic as a secondary language on invoices. The Odoo interface can also run in Arabic, and product names can be translated so labels and delivery slips match.
Saudi standards and batch records
If your products fall under Saudi technical regulations, SASO conformity schemes or customer audits, you will usually need to show which materials went into each batch and which checks were passed. Odoo does not certify products, but lot tracking, quality check history and the traceability report give you the records an auditor typically asks for. Saudi payroll and GOSI for factory staff
Odoo Payroll has a Saudi localization. The employee’s nationality sets the GOSI contribution rate, end-of-service provisions are accrued monthly, and a WPS report can be generated for wage payments. Combined with Shop Floor time tracking, this keeps labor cost and payroll in the same system.

According to the Odoo pricing page at the time of writing, November 2026, the Standard plan includes all apps, so Manufacturing, Quality, Maintenance, PLM and Barcode do not need separate licenses. The Custom plan adds Odoo Studio, multi-company, the external API and Odoo.sh or on-premise hosting.
