Odoo implementation in Saudi Arabia typically costs SAR 20,000–60,000 for a small business, SAR 60,000–180,000 for a mid-size company and SAR 180,000–550,000 or more for multi-company or heavily customized projects. These are indicative market ranges, not a quote. The Odoo subscription is paid on top: about SAR 63 per user per month on the Standard plan, billed yearly.
Summary answer: The cost of Odoo in Saudi Arabia has two parts. The first is the subscription you pay to Odoo. At the time of writing (November 2026), odoo.com lists the Standard plan at US$16.90 (about SAR 63.38) per user per month billed yearly and the Custom plan at US$32.00 (about SAR 120), with a lower price for the first 12 months. One App Free costs nothing. The second part is the one-off implementation fee paid to your partner. Indicative market ranges are SAR 20,000–60,000 for a focused rollout with up to 10 users, SAR 60,000–180,000 for 15–50 users with one or two integrations, and SAR 180,000–550,000+ for multi-company or custom-module projects. Saudi-specific items that move the price are ZATCA Phase 2 e-invoicing onboarding, Arabic/English invoices, Saudi payroll with GOSI, data migration and integrations such as Salla or your bank. Timelines run from 4–8 weeks to 4–6+ months.
What you actually pay for
Most Saudi buyers compare quotes that mix two very different things. Separate them before you compare anything.
- The Odoo subscription. A recurring fee paid to Odoo S.A. per user, per month. It covers the software, upgrades, Odoo’s own support and, on Odoo Online, hosting.
- The implementation project. A one-off fee paid to your Odoo partner for analysis, configuration, ZATCA setup, data migration, integrations, any custom development, training and go-live support.
- Ongoing support (optional). A monthly retainer or a bank of hours with your partner after go-live, for changes, new reports and help desk.
The subscription is the same for everyone. The implementation fee is where projects differ, and it is usually the larger number in year one. To get a first estimate for your own scope, try our Odoo cost calculator.
Odoo subscription prices in Saudi Arabia (November 2026)
For visitors in Saudi Arabia, the Odoo pricing page shows prices in US dollars. The SAR figures below are converted at the fixed rate of SAR 3.75 per US$1. Prices are per user per month, at the time of writing (November 2026).
| Plan | Billed yearly | Billed monthly | First 12 months (offer) | What it includes |
|---|---|---|---|---|
| One App Free | Free | Free | Free | One app, unlimited users, Odoo Online |
| Standard | US$16.90 (≈ SAR 63.38) | US$21.10 (≈ SAR 79.13) | US$13.50 yearly / US$16.90 monthly | All apps, Odoo Online hosting |
| Custom | US$32.00 (≈ SAR 120.00) | US$40.00 (≈ SAR 150.00) | US$25.50 yearly / US$32.00 monthly | All apps, Odoo Studio, multi-company, API, custom modules; Odoo Online, Odoo.sh or on-premise |
A few points that affect your budget:
- The first-year offer is temporary. Odoo says the discount is valid for 12 months, for the initial users ordered. Budget year two at the full price.
- Standard rules out custom code. Standard runs on Odoo Online without custom modules. If you need multi-company, Studio, the API or a custom integration module, you need Custom.
- Light Users. The pricing page lists a Light User at US$5.90 per month for limited roles, such as staff who only use time off, expenses, payslips or the Point of Sale. Active employee records not linked to a full user can count as Light Users, which matters for payroll. Odoo asks you to speak to an advisor to get this licence.
- Odoo.sh hosting is extra. Hosting on Odoo Online is included. Odoo.sh is priced separately.
Indicative implementation cost by company size
The table below shows indicative market ranges, not a quote, for partner-led projects in Saudi Arabia. They exclude the Odoo subscription and VAT. We based them on published partner and market figures for the Saudi and wider Gulf market and kept them conservative.
| Project type | Typical scope | Indicative implementation fee (SAR) |
|---|---|---|
| Small business | 2–4 standard apps (for example Accounting, Sales, Purchase, Inventory), up to 10 users, ZATCA Phase 2, simple data import | 20,000–60,000 |
| Mid-size company | 15–50 users, several apps, light customization, one or two integrations, payroll or POS possible | 60,000–180,000 |
| Large or multi-company | Several companies or branches, custom modules, several integrations, complex migration, larger payroll | 180,000–550,000+ |
Indicative market ranges, not a quote. Where your project lands inside a band depends mostly on the cost drivers below, not on the number of users.
Saudi-specific cost drivers, line by line
These are the items that make an Odoo project in Saudi Arabia different from one in Europe or the US. The ranges are indicative market ranges, not a quote, and assume a partner-led project.
| Line item | What the work involves | Indicative range (SAR) |
|---|---|---|
| ZATCA Phase 2 e-invoicing onboarding | Configure the Saudi localization, onboard each sales journal (and POS, if used) with ZATCA, test in sandbox and simulation, then move to production | 3,000–15,000 |
| 15% VAT setup | Tax codes for standard, zero-rated and exempt supplies, reverse charge, fiscal positions and VAT return checks | 2,000–8,000 |
| Arabic/English invoice layouts | Bilingual tax invoices, credit notes, quotations and receipts with your branding | 2,000–10,000 |
| Saudi payroll and GOSI | Salary structures, allowances, GOSI rates by nationality, WPS bank details, end-of-service provisions, payslip testing | 8,000–35,000 |
| Data migration | Customers, suppliers, products, opening balances, open invoices; more for transaction history from an old ERP | 5,000–40,000+ |
| Integrations | Salla or another e-commerce store, bank statement feeds, payment gateways, logistics or legacy systems | 8,000–30,000 each |
| Custom development | Custom modules, Studio work, special reports or approval flows | Quoted per requirement |
| Training | Role-based sessions for finance, sales, warehouse and HR, in Arabic or English | 3,000–20,000 |
| Post-go-live support | Hypercare in the first weeks, then a monthly retainer or hours bank | 2,000–10,000 per month |
| Hosting | Odoo Online (included), Odoo.sh (billed by Odoo) or on-premise (your own servers and IT time) | 0 to ongoing server costs |
ZATCA Phase 2 e-invoicing
ZATCA’s Phase 2 (integration phase) has been rolled out in waves since 1 January 2023, and ZATCA says it notifies taxpayers of their wave at least six months in advance. The 25th wave covers taxpayers whose VAT-subject revenue exceeded SAR 187,500 in any year from 2022 to 2025, with integration due by 1 February 2027, according to ZATCA’s announcement.
Odoo supports this natively. The Saudi Arabia localization documentation describes a ZATCA Phase 2 e-invoicing module, onboarding of each sales journal with a one-time password from the Fatoora portal, and three modes: sandbox, simulation and production. A separate module handles simplified invoices from the Point of Sale. Because the connector already exists, ZATCA work is mostly configuration and testing, which keeps this line item modest. It grows with the number of journals, branches and POS terminals. Our Odoo ZATCA e-invoicing guide covers the steps in detail.
Arabic and English invoices
Odoo’s documentation notes that Arabic is mandatory on tax invoices and simplified tax invoices, and that bilingual invoices with English are allowed. Odoo includes a Gulf Cooperation Council invoice format, so a basic bilingual layout is quick. Cost rises when you want branded templates for many document types.
Saudi payroll and GOSI
Odoo Payroll has a Saudi Arabia payroll localization. It sets the GOSI rate from the employee’s nationality, uses each employee’s IBAN for salary payment under WPS, and includes end-of-service provisions. The effort depends on how many allowance types, contract types and exceptions your company has. A clean salary policy is the cheapest payroll project.
Hosting and data residency
Odoo Online is the simplest and cheapest option, but it cannot run custom modules. Odoo.sh runs custom code and is billed separately. On-premise gives you full control of where data sits, but you pay for servers, backups, security and upgrades. Some organizations, especially in regulated sectors or government-related work, have internal or contractual rules on where data must be stored. Check where each option stores data and confirm it against your own compliance requirements before you sign.
Three worked examples
Each example lists its assumptions. Implementation figures are indicative market ranges, not a quote. Subscription figures use the full yearly-billed price from odoo.com, converted at SAR 3.75 per US$1.
Example 1: Small trading company, 8 users
- Apps: Accounting, Sales, Purchase, Inventory on the Standard plan (Odoo Online).
- Saudi items: ZATCA Phase 2 on one sales journal, 15% VAT, bilingual invoice layout.
- Data: customers, suppliers, products and opening balances from spreadsheets.
- Training: two days, finance and warehouse.
Indicative implementation: SAR 25,000–50,000. Subscription: 8 users × SAR 63.38 × 12 ≈ SAR 6,084 a year (lower in the first year with Odoo’s offer). Timeline: 4–8 weeks.
Example 2: Multi-branch retailer with an online store, 25 users
- Apps: Accounting, Inventory, Point of Sale in six branches, Purchase, Website or eCommerce, on the Custom plan.
- Saudi items: ZATCA for invoices and POS receipts, Arabic/English receipts.
- Integrations: Salla integration for online orders and stock, plus one payment gateway.
- Customization: a few reports and a branch transfer approval step.
Indicative implementation: SAR 90,000–170,000. Subscription: 25 users × SAR 120 × 12 = SAR 36,000 a year, plus Light Users if needed. Timeline: 2–4 months. For a real project of this type, see our multi-branch retail case study.
Example 3: Group of three companies, 60 users
- Apps: Accounting, Sales, Purchase, Inventory, Manufacturing, Payroll, on the Custom plan with Odoo.sh.
- Saudi items: ZATCA for each company, Saudi payroll with GOSI and WPS for around 200 employees.
- Integrations: bank feeds, a logistics system and a legacy system during cut-over.
- Customization: two custom modules, inter-company flows and group reporting.
- Data: three years of history from an older ERP.
Indicative implementation: SAR 250,000–550,000. Subscription: 60 users × SAR 120 × 12 = SAR 86,400 a year, plus Odoo.sh hosting and any Light Users for employees without a full user. Timeline: 4–6+ months.
How long does Odoo implementation take in Saudi Arabia?
| Project type | Typical timeline |
|---|---|
| Focused rollout of standard apps | 4–8 weeks |
| Mid-size project | 2–4 months |
| Multi-company or heavily customized | 4–6+ months |
The calendar is usually set by your side, not the partner’s. Slow decisions, late data and busy key users stretch timelines more than technical work does. If you have a ZATCA wave deadline, plan back from it and leave room for testing in simulation mode. Our Odoo implementation services in Saudi Arabia page explains how we phase projects.
How to reduce your Odoo implementation cost
- Start with standard Odoo. Change your process to fit Odoo where the difference does not matter to customers. Every custom module adds build, test and upgrade cost.
- Phase the rollout. Go live with finance, sales and inventory first. Add payroll, manufacturing or eCommerce in a second phase.
- Clean your data first. Remove duplicate customers and dead products before migration. Bring opening balances, not years of history, unless you need it.
- Choose the right plan. If you do not need custom code or multi-company, Standard on Odoo Online is much cheaper than Custom with Odoo.sh.
- Use existing connectors. A tested connector for Salla or your bank costs less than a new build. See our Odoo customization services for when custom work is worth it.
- Train internal champions. One trained key user per department reduces training days and support tickets after go-live.
- Name one decision-maker. Fast sign-offs keep consultant hours down.
What a good Odoo proposal should itemize
A single lump sum makes proposals impossible to compare. Ask every partner to break the price down into:
- Discovery and process workshops, with named deliverables
- Configuration per app
- ZATCA onboarding, per journal, company and POS terminal
- VAT setup and bilingual document layouts
- Payroll and GOSI setup, if in scope
- Data migration, listing which data and how many years
- Each integration as a separate line
- Custom development, with a short specification per item
- Training days and format
- Hypercare period and the monthly support option after it
- Odoo subscription and hosting, shown separately from services
- Assumptions, exclusions and how change requests are priced

Frequently asked questions
How much does Odoo implementation cost in Saudi Arabia?
As an indicative market range, not a quote, a small business typically pays SAR 20,000 to 60,000, a mid-size company SAR 60,000 to 180,000, and a multi-company or heavily customized project SAR 180,000 to 550,000 or more. These figures cover the partner's implementation work only. The Odoo subscription and VAT are paid on top.
What is the Odoo price per user in Saudi Arabia?
At the time of writing, November 2026, odoo.com shows Saudi visitors prices in US dollars. Standard is US$16.90 per user per month billed yearly, about SAR 63.38, and Custom is US$32.00, about SAR 120. Monthly billing costs more, and a lower price applies for the first 12 months. One App Free costs nothing.
Does Odoo support ZATCA Phase 2 e-invoicing?
Yes. Odoo's Saudi Arabia localization includes a ZATCA Phase 2 e-invoicing module and a separate module for simplified invoices from the Point of Sale. Each sales journal is onboarded with a one-time password from the Fatoora portal and tested in sandbox and simulation before production. Because the connector exists, ZATCA work is mainly configuration and testing.
How long does an Odoo implementation take in Saudi Arabia?
A focused rollout of standard apps usually takes 4 to 8 weeks. A mid-size project with several apps and one or two integrations takes 2 to 4 months. Multi-company or heavily customized projects take 4 to 6 months or more. Fast decisions and clean data on your side keep projects at the shorter end.
Should I choose the Standard or Custom Odoo plan?
Standard suits companies that can run on Odoo Online without custom modules. Choose Custom if you need multi-company, Odoo Studio, the API, custom modules or hosting on Odoo.sh or on-premise. Custom costs about SAR 120 per user per month billed yearly, against about SAR 63.38 for Standard, at the time of writing.
Does Odoo handle Saudi payroll and GOSI?
Odoo Payroll has a Saudi Arabia localization. It sets the GOSI rate based on the employee's nationality, uses each employee's IBAN for salary payment under WPS, and includes end-of-service provisions. Setup cost depends on how many allowance types, contract types and exceptions your company has, typically SAR 8,000 to 35,000 as an indicative range.
What costs do Saudi companies often forget to budget for?
Common gaps are the full Odoo price after the first-year discount ends, Odoo.sh hosting for custom code, Light User licences for employees, data clean-up before migration, extra integrations such as Salla or bank feeds, and post-go-live support. Ask for each of these as a separate line in the proposal so nothing appears later as a change request.
